BESIX Nederland, in collaboration with Vialis, has successfully delivered the new control centre Scheveningen in The Hague (the Netherlands). This facility ensures the safe and efficient management of tunnels, bridges, bollards, and maritime traffic across The Hague. It plays a crucial role in maintaining smooth traffic flow both on roads and waterways around the city.
Complex building
Although this was a relatively small project, the technical complexity made it a significant challenge. BESIX Nederland was responsible for the construction of the building itself, as well as the building-related installation work. This included lighting, power supply, mechanical installations (such as sanitary facilities), climate control installation, charging points, lift and a fire alarm and evacuation system. In the limited technical space available, all installations were expertly integrated, including an emergency power supply supported by batteries and fire extinguishing systems for the server rooms. Thanks to these measures, the plant remains fully operational even during power outages.
While the project was relatively small, its technical complexity posed a substantial challenge to our team. Our scope included both the construction of the building and all related installation work. This encompassed lighting, power supply, mechanical installations like sanitary facilities, climate control, charging stations, elevators, and a fire alarm and evacuation system. Although the technical space was limited, the team was able to seamlessly integrate all installations, including an emergency power supply with battery support and fire suppression systems for the server rooms. These measures ensure the control centre continues to operate efficiently during power outages.

The first major move into the new control centre took place in December 2024, with operations successfully transitioning from the old to the new location in a 48-hour period. The former location will remain available as a backup for the time being, ensuring maximum operational safety.
BESIX Nederland and Vialis will now be responsible for maintaining the facility for the next 15 years.
Sustainable design and smart technology
The new building is sustainable and future-proof. Heat extracted from ventilation air is reused to heat the office spaces, and solar panels on the roof provide renewable energy. Inside, energy-efficient LED lighting has been installed, equipped with motion sensors and dimmable controls at each workstation. Furthermore, the building is completely gas-free, thanks to the use of electric heat pumps.
A particularly striking element used during construction was the use of a 360-degree camera, which served as a kind of digital time capsule. This allowed the building to be viewed just like Google Street View during construction – even allowing retrospective views over time.
Additionally, two large video walls have been installed, enabling operators to monitor the various controlled assets at a glance, ensuring efficient and safe management.
15-year maintenance for lasting safety
The Design, Build & Maintenance contract also includes a 15-year maintenance period. Through this long-term commitment, BESIX Nederland will continue to be involved in the management and maintenance of this critical infrastructure, contributing to the safety and accessibility of The Hague for years to come.
